Better Business Cases 2019-2020 refresh

January 2020 - Update #4

In September 2018 the Treasury launched a refresh of the Better Business Cases framework.

This month we have made two significant updates:

  1. The BBC guidance page has been replaced; we’ve moved from a single page for all guidance to a structured series of pages that provides guidance on the individual business case stages.
    • There is more navigation guidance around:
      • When a two-stage business case is needed
      • The purpose and sequencing of the business cases
      • Assurance requirements
      • Tailored useful links for each business case
    • We’ve also added a page showing how business cases should be driven by and from agency strategy and business planning.
  2. We have now published updated guidance for the Indicative Business Case. This update:
    • Updates and integrates guidance & template into a single document
    • Expands the expectations around Commercial, Financial and Management cases at this indicative stage, to more closely match the equivalent project business case.
    • Expands the references to Wellbeing indicators, measures and data sources
    • Provides more detailed guidance on Options Analysis
    • Updates references and links to benefits management, procurement requirements and requirements to engage with the New Zealand Infrastructure Commission.

We are currently working on the combined guidance and templates for the Detailed Business Case  and  Single Stage Business Case, and their supporting Reviewer Assessment Tools – we hope these will be published in February and March respectively.
