This appropriation increased by $16.951 million to $61.805 million for 2018/19. This is due to $2.600 million in funding received from NZ Customs in the 2018/19 year for the Joint Border Management System, $11.990 million for the National Biocontainment Laboratory Project, $2.069 million for motor vehicle additions, and $292,000 for leasehold improvements.

Fisheries: Aquaculture Settlements (M102)
Scope of Appropriation
This appropriation is limited to the recognition of settlements negotiated under the Maori Aquaculture Commercial Claims Settlement Act 2004.
Reasons for Change in Appropriation

This appropriation decreased by $15.250 million to $4.750 million in 2018/19 due to:

  • $14.200 million in transfers from 2018/19 to 2019/20 for the settlement of the Crown's aquaculture 'pre-commencement space' obligations to Iwi. Aquaculture settlements are based on negotiated agreements and are prospective and ongoing in nature.
  • $1.050 million transfer of funding to other Fisheries appropriations to support the growing workload around aquaculture settlements, and deliver settlements that are in the best interests of iwi and the Crown.

Reasons for Change in Appropriation

This appropriation decreased by $1.815 million to $31.527 million in 2018/19 due to:

  • $3.367 million as a result of fiscally neutral adjustments in the 2018/19 financial year to support policy work undertaken by the Ministry for animal welfare and biosecurity, and to ensure MPI does not breach appropriations, and
  • $1.214 million of funding in 2018/19 reprioritised from the Sustainable Farming Fund to support the transition to a National Organics Standard.

These decreases have been offset by increases of:

  • $2 million into the Agriculture: Recovery Assistance category to fund activities following responses and events, such as Mycoplasma bovis, and the 2019 Nelson fires
  • $638,000 for expense transfers from 2017/18 to 2018/19, and
  • $128,000 for staff seconded to other organisations.
Biosecurity: Border and Domestic Biosecurity Risk Management (M7)
Overarching Purpose Statement
The overarching purpose of this appropriation is to improve biosecurity risk management by providing operational support to prevent harmful organisms from crossing the borders and working to reduce the unwanted harm caused by organisms already established in New Zealand.

Reasons for Change in Appropriation

This appropriation increased by $281.287 million to $545.717 million for 2018/19 due to:

  • $259.541 million to fund the eradication and long term management response to the cattle disease Mycoplasma bovis, and for compensation and ex-gratia payments for those affected by Mycoplasma bovis
  • $6.145 million for the Kauri Dieback programme brought forward from future years to reduce the spread sooner and generate efficiencies
  • $1.466 million for the Post-Entry Quarantine Response
  • $6.950 million for Bonamia response and compensation costs
  • $6.844 million for Fruit fly response and compensation costs
  • $291,000 in fiscally neutral transactions for third party funded activities, employee secondments, and operating to capital swaps, and
  • $50,000 for an expense transfer to fund the Geospatial data system project.

Reasons for Change in Appropriation

This appropriation increased by $26.427 million to $147.542 million for 2018/19 due to:

  • $14.350 million of new funding to support the policy work programme for Mycoplasma bovis
  • $10.736 million increase due to fiscally neutral adjustments to reflect the revison of allocations to output delivery, fund intitatives and cost pressures, and support the delivery of the digital monitoring programme
  • $1.681 million transfer of funding from 2017/18 into 2018/19 for projects including the Economic Intelligence Unit, Dairy Genetics Programme, and the Soil Carbon Programme
  • $1.207 million of funding reprioritised from the Sustainable Farming fund, and
  • $53,000 for employee secondments to other organisations.

Offset by a decrease in appropriation of $1.600 million due to an expense transfer for the review of the NZ Fisheries Management system.

Food Safety: Information
This category is limited to engagement of, and information for, stakeholders about food safety and suitability, to encourage participation in, and compliance with, the food regulatory programme, and to enable consumers to make appropriate food choices.

This category is limited to the investigation of, preparedness for, and response to, food related events, incidents, emergencies, complaints and suspected breaches of legislation and taking appropriate sanctions and enforcement action.
